I assume feorag did it by using the HTML special characters, which are an ampersand followed by a descrptive abbreviation, then a closing semi-colon, probably entered with an HTML editor of some kind. e.g.
I used HTML entities to replace the angle brackets, quotes etc., thus: <lj user="feorag"> (and I used more of them to get that example to render that way, too).
